Director, Installation Management, Office of Naval Intelligence, Washington, D.C.

Program manager for the establishment of the National Maritime Intelligence Center (NMIC), Washington, D.C. Completed construction and equipping of the new 600,000 square feet headquarters for the Office of Naval Intelligence, Marine Corps Intelligence Activity and Coast Guard Intelligence Coordination Center and transitioned 2000 personnel into it from numerous locations without significant interruption of operations. Developed and implemented major telecommunications, ADP and video capabilities in the NMIC for support of agencies worldwide and ships at sea. Total fiber optic network joined the personnel of the NMIC with consumers worldwide for integrated formal, informal and video communications.

Commanding Officer. Naval Intelligence Activity , Washington, D.C. (1991-1992)

Program manager for NMIC. Finished redesign of the facility occasioned by late , Congressionally-mandated change in the building site while completing early phases of construction. Provided full management services for the Office of Naval Intelligence including administrative, personnel, material and contractual support.

Implemented Total Quality Management throughout Naval Intelligence Activity and played major role in instituting the program in the parent headquarters and the reorganized Office of Naval Intelligence.

Executive Officer, Naval Intelligence Activity , Washington, D.C. (1990-1991)

Program Manager for the NMIC. Completed earliest phases of construction and developed contracts for major portions of the construction, equipping and transition of the facility. Developed and implemented automated system utilizing a PC and secure telephone which provides full communications support to shore facilities worldwide without need for communications stations. Implemented during Desert Storm war. Resulted in 389 personnel reduction. Greatly expanded video telecommunications network throughout Office of Naval Intelligence and to major headquarters in the United States and Europe.

Director, Manpower, Personnel and Training, Naval Intelligence Command , Washington, D.C. (1987-1990)

Program technical sponsor for Naval Intelligence education and training. Technical sponsor for construction of new facilities and updated curricula for Navy Marine Corps Intelligence Training Center, Dam Neck, Virginia and Fleet Intelligence Training Center, San Diego, California.

Downsized both communities while meeting priority requirements of the Department of Defense for Naval Intelligence personnel.
