Stephen W. Leibholz

 

A physicist, repeatedly-successful entrepreneur, researcher and author, Mr. Leibholz builds and manages scientific and technological businesses, serving as their scientific directors as well. A special employee of the Federal Government, he also acts as strategic and scientific advisor for corporations, agencies of the Federal and City Governments and academic institutions. He has received many awards for his services.

He founded and is CEO of Chesapeake TechLabs: architects, engineers and managers of (1) applied scientific research, (2) information security, (3) special communications and networks, including Internet and Intranet systems, and (4) Bio-engineering. His application focus relates to national and homeland security, including both Government and Industry clients.

He founded, built, and served as CEO of Analytics, an international $40 million plus engineering company, ultimately selling Analytics with a 23-year 48% compounded annual increase in shareholder value. During this period he also founded, managed and ultimately sold ACS Inc., a communications and computer-security company. Currently he is developing new high-tech entities with business partners, in the information security, wireless communications and signal/image processing arenas.

As a Special Employee of the US Government's Intelligence Community, he received several commendations for his contributions; he led and contributed to preparing the top-level plan, since implemented, for the reorganization and re-engineering of the Office of Naval Intelligence. He also performs pro-bono consulting for various academic institutions and government organizations.

Among his credits are the development of a Government-approved cryptosystem, the architecture of the first FAA ARTS radar system, the invention of an information security system which protects against insider compromise, and several communications and sensor systems for which there are patents issued and pending.

Recent research Interests of Mr. Leibholz are in the cognitive sciences; he has made contributions in the field of human probabilistic reasoning, visual recognition and cognition, and the mathematical modeling of related biological and physical phenomena.

Mr. Leibholz is a  Senior Fellow of the Foreign Policy Research Institute, a member of the Scientific Board of the Institute for Advanced Psychology, Chairman of the New York Composers' Circle, Trustee of the Cheltenham Center for the Arts, former Trustee of the Military Operations Research Society, former member of the Board of Visitors of the Marine Biological Laboratory, and a member of the Cosmos Club. 

A multiengine instrument pilot, scuba diver and amateur composer and sculptor, he resides with his wife Ann, a psychologist, in the Philadelphia area. They have three successful children: a banker, a violinist/businessman and a manager of chip design.

Author or co-author of over 30 papers, 6 books and 10 patents and patents pending, he is interviewed occasionally in international print and television, and is cited in many biographical references including Who's Who in America, Who's Who in the World, and American Men and Women of Science.
